World Drowning Prevention Day, observed annually on July 25, highlights that drowning is not an inevitable accident, but a preventable issue that can be addressed through effective policies, legislation, and proactive safety measures. Against the backdrop of Saudi Arabia’s Red Sea coastline, the day’s global message underscores the importance of moving beyond awareness efforts toward establishing comprehensive safety systems that anticipate risks, prevent incidents, and minimize their impact.
The Kingdom has a coastline exceeding 1,800 kilometers and is home to a growing network of public and private beaches and coastal destinations that are evolving, under the targets of Saudi Vision 2030, into a principal driver of the tourism economy and quality of life.
As these destinations continue to expand, the need for an integrated safety management and risk reduction system becomes increasingly important, as awareness alone cannot ensure adequate protection. While the presence of qualified lifeguards remains a vital safety measure, it must be complemented by comprehensive regulatory standards that apply across all beaches.
In late 2025, the Saudi Red Sea Authority (SRSA) issued the Beach Operators’ Requirements and Conditions—the first of their kind in the Kingdom—as a regulatory framework for issuing beach operation licenses, extending from security and safety to public health and the protection of the marine environment.
The requirements mandate qualified lifeguards, rescue and first-aid equipment, practical separation between swimming zones and marine activity corridors, and carrying-capacity assessments, alongside conditions covering construction, accessibility, the Blue Flag eco-label, insurance, and environmental permitting. Their institutional impact reaches beyond procedural aspects; they unify the minimum safety threshold across all operators and shift risk management from reaction to advance readiness. This approach positions safety as a fundamental element of beach operations and service quality, while the system’s effectiveness remains dependent on consistent compliance and ongoing field evaluation.
The Saudi experience offers a practical model that reflects the message of this year’s observance, demonstrating that effective prevention begins long before accidents occur through conditional licensing, binding standards, and measured readiness. Drowning is not an inevitable consequence of marine activities, but a preventable risk that can be significantly reduced when legislation is effectively implemented, creating a safer and more sustainable beach environment for all visitors.
