    HR Ministry raises employment contracts compliance rate via Qiwa platform to 85% from April 30

    RIYADH — The Ministry of Human Resources and Social Development announced an update to compliance requirements for documenting employment contracts through the Qiwa platform. It has raised the target compliance rate to 85 percent starting April 30, 2026, followed by a second phase increasing the rate to 90 percent by June 30, 2026.

    The ministry noted that the compliance rate is calculated by comparing the number of documented contracts to the total number of employee contracts at each establishment, allowing employers to monitor their performance accurately and clearly. The update to the rules comes as part of the ministry’s efforts to enhance compliance with labor regulations, raise the level of transparency, and safeguard the rights of all parties to the contractual relationship.

    The ministry called on all establishments to review undocumented employment contracts and complete documentation procedures through the Qiwa platform so as to ensure the required compliance rate is met as well as to avoid any difficulties that may affect access to services linked to compliance indicators.
