LONDON — Former British Prime Minister Keir Starmer has announced he is to stand down as MP for Holborn and St Pancras, a move that will trigger a by-election in the London seat. NEW YORK — A woman was shot dead by New York police on Monday after she stabbed two people in Times Square.
