    Saudi Digital Economy Shifts from Reach to Impact in Media Landscape

    In line with Vision 2030, Saudi Arabia has positioned digital content as a strategic knowledge and economic asset, reflecting the broader transformation of digital influence into a comprehensive industry driving the global creative economy.
     Success is no longer measured solely by follower counts or reach, but by quality, credibility, and long-term societal value within an integrated national framework.
     This shift is reflected clearly in the sector’s performance, with data underscoring the scale and pace of growth across the Kingdom’s media landscape.
     Transformation in Numbers
     Economic indicators highlight the rapid growth of the Kingdom’s media sector, which contributed SAR16 billion to GDP in 2024, up from SAR14.5 billion in 2023, with a target of 0.8% of GDP by 2030. Employment reached over 60,000 in 2024, a 22% annual increase, as the sector works toward a goal of 160,000 jobs by 2030.
     Projected to grow at an annual rate of 8.2% from 2024 to 2029, outpacing the global 3.7% average, the Saudi media market is expected to reach SAR41 billion by 2030. Digital advertising is set to claim 90% of ad spending by 2029, while 60% of adults listen to podcasts weekly. Currently holding 30% of the MENA media market, the Kingdom has established digital influence as a primary pillar of its creative economy.
     Impact Engineering
     The transition toward “impact engineering” balances creative freedom with professional responsibility, prioritizing credibility over virality. Regulatory Affairs Manager at the General Authority of Media Regulation Ghadeer Al-Maadi told the Saudi Press Agency (SPA) that the media’s center of gravity has moved toward a creator-driven digital economy powered by advanced tools and changing audience habits.
     Al-Maadi stated that the authority has adopted an “enabling regulation” model. This forward-looking approach incorporates participatory legislation and regulatory sandboxes to safely test emerging technologies and business models. The goal is a proactive environment that protects societal values, stimulates investment, and enhances the competitiveness of national content.
     Influencers: Responsibility That Transcends Reach
     Saudi Arabia’s regulatory framework elevates influencer professionalism through licensing, disclosure, and legal compliance. Creators are expected to protect intellectual property, disclose advertising, and prevent misinformation, reinforcing trust as the digital ecosystem’s true currency.
     Trust: Fruit of Integration
     Building trust is a collaborative endeavor involving regulatory bodies, media organizations, tech sectors, academia, and private entities. This integration ensures robust professional standards, supports talent development, and drives sustainable creative industries.
     Ideas Economy
     Content and creativity have become key drivers of economic diversification and national identity. Secretary-General of King Abdulaziz Center for Cultural Communication Dr. Abdullah Al-Fouzan‏ told SPA that while social platforms connect the globe and promote dialogue, they also risk spreading hate speech, fraud, and misinformation.
     Al-Fouzan emphasized that improving content requires shared responsibility among families, educators, and state institutions to foster digital awareness. He highlighted the need for legal frameworks to counter cyber extortion and harmful material, noting that investing in responsible, value-driven content strengthens cultural dialogue and the Kingdom’s global soft power.
     Enabling Intelligence
     Artificial intelligence has evolved into a strategic engine across media production, analytics, and audience engagement. The Saudi Data and Artificial Intelligence Authority (SDAIA) told SPA that AI helps creators tailor messages efficiently while maintaining ethical standards.
     SDAIA supports media through three main tracks: governance, capacity building, and digital infrastructure. In partnership with the Ministry of Media, SDAIA launched the “AI Principles in Media” document to ensure safe and responsible adoption. Additionally, SDAIA delivers training programs for media personnel and enhances Arabic-language AI tools, positioning technology as an amplifier of human creativity.
     Legacy of the Future
     The Kingdom’s evolving digital ecosystem demonstrates that sustainable influence relies on governance, human capital, and trust rather than algorithms alone. Aligned with Saudi Vision 2030, the shift from a follower economy to a trust economy establishes a national model where content is defined by enduring value, cultural impact, and innovation.
